देहरादून। समान नागरिक संहिता अधिनियम के प्रभावी क्रियान्वयन के लिए पूर्व आईएएस शत्रुघ्न सिंह की अध्यक्षता में चार सदस्यीय क्रियान्वयन समिति का गठन किया गया है, जिसे राज्यपाल ने स्वीकृति दी है। यह समिति यूसीसी लागू करने से संबंधित विभागों के वरिष्ठ अधिकारियों व कर्मियों के प्रशिक्षण, मार्गदर्शन, पोर्टल आदि में मार्गदर्शन और परामर्श सहायता देगी।
समिति में दून विश्वविद्यालय की कुलपति प्रो. सुरेखा डंगवाल, सामाजिक कार्यकर्ता मनु गौड़, अपर पुलिस महानिदेशक अमित सिन्हा और स्थानीय आयुक्त अजय मिश्रा शामिल हैं। चूंकि, समिति अध्यक्ष समेत अन्य प्रमुख सदस्य यूसीसी के ड्राफ्ट और नियमावली बनाने में शामिल रहे हैं इसलिए कार्यान्वयन में भी बड़ी जिम्मेदारी दी गई है।
यह समिति यूसीसी लागू करने के लिए ब्यूरोक्रेट्स के प्रशिक्षण, मास्टर ट्रेनर्स तैयार करने में सहयोग और वेबसाइट व मोबाइल एप से संबंधित परामर्श व मार्गदर्शन करेगी। इस समय यूसीसी नियमावली विधायी के पास है।
पहले उम्मीद थी कि नियमावली बनने के बाद यूसीसी को राज्य स्थापना दिवस के आसपास देश के पहले राज्य के तौर पर प्रदेश में लागू किया जा सकता है, लेकिन विधायी द्वारा यूसीसी के तकनीकी पक्षों पर अभी विचार जारी है। माना जा रहा है कि विधायी से सत्यापित होने के बाद यूसीसी को लागू कर दिया जाएगा।
