देहरादून। लंबे समय से सख्त भू कानून की मांग पर धामी सरकार ने मुहर लगा दी। बुधवार को राज्य कैबिनेट की बैठक में भू कानून पर मुहर लगा दी गयी।
कैबिनेट के फैसले के बाद सीएम धामी ने कहा कि भाजपा सरकार राज्य, संस्कृति और मूल स्वरूप की रक्षक है। ट्वीट कर सीएम धामी ने कहा कि प्रदेश की जनता की लंबे समय से उठ रही मांग और उनकी भावनाओं का पूरी तरह सम्मान करते हुए आज कैबिनेट ने सख्त भू-कानून को मंजूरी दे दी है।
यह ऐतिहासिक कदम राज्य के संसाधनों, सांस्कृतिक धरोहर और नागरिकों के अधिकारों की रक्षा करेगा, साथ ही प्रदेश की मूल पहचान को बनाए रखने में एक महत्वपूर्ण भूमिका निभाएगा।
कहा कि हमारी सरकार जनता के हितों के प्रति पूरी तरह से प्रतिबद्ध है और हम कभी भी उनके विश्वास को टूटने नहीं देंगे। इस निर्णय से यह स्पष्ट हो जाता है कि हम अपने राज्य और संस्कृति की रक्षा के लिए हरसंभव प्रयास करेंगे। निश्चित तौर पर यह कानून प्रदेश के मूल स्वरूप को बनाए रखने में भी सहायक सिद्ध होगा।
गौरतलब है कि बीते लम्बे समय से प्रदेश के अंदर सख्त भू कानून की मांग उठ रही थी। इस मुद्दे पर राज्य भर में प्रदर्शन हो रहे थे। सीएम धामी ने सख्त भू कानून लागू करने के लिए शासन स्तर पर कमेटी का गठन किया था।
नए भू कानून के प्रमुख प्रावधान
2018 के सभी प्रावधान निरस्त
राज्य सरकार द्वारा पूर्व में 2018 में लागू किए गए सभी प्रावधानों को नए कानून में समाप्त कर दिया गया है।
बाहरी व्यक्तियों की भूमि खरीद पर प्रतिबंध
हरिद्वार और उधम सिंह नगर को छोड़कर, उत्तराखंड के 11 अन्य जिलों में राज्य के बाहर के व्यक्ति हॉर्टिकल्चर और एग्रीकल्चर की भूमि नहीं खरीद पाएंगे।
पहाड़ों में चकबंदी और बंदोबस्ती
पहाड़ी इलाकों में भूमि का सही उपयोग सुनिश्चित करने और अतिक्रमण रोकने के लिए चकबंदी और बंदोबस्ती की जाएगी।
जिलाधिकारियों के अधिकार सीमित
अब जिलाधिकारी व्यक्तिगत रूप से भूमि खरीद की अनुमति नहीं दे पाएंगे। सभी मामलों में सरकार द्वारा बनाए गए पोर्टल के माध्यम से प्रक्रिया होगी।
ऑनलाइन पोर्टल से होगी भूमि खरीद की निगरानी
प्रदेश में जमीन खरीद के लिए एक पोर्टल बनाया जाएगा, जहां राज्य के बाहर के किसी भी व्यक्ति द्वारा की गई जमीन खरीद को दर्ज किया जाएगा।
शपथ पत्र होगा अनिवार्य
राज्य के बाहर के लोगों को जमीन खरीदने के लिए शपथ पत्र देना अनिवार्य होगा, जिससे फर्जीवाड़ा और अनियमितताओं को रोका जा सके।
नियमित रूप से भूमि खरीद की रिपोर्टिंग
सभी जिलाधिकारियों को राजस्व परिषद और शासन को नियमित रूप से भूमि खरीद से जुड़ी रिपोर्ट सौंपनी होगी।
नगर निकाय सीमा के भीतर तय भू उपयोग
नगर निकाय सीमा के अंतर्गत आने वाली भूमि का उपयोग केवल निर्धारित भू उपयोग के अनुसार ही किया जा सकेगा।
यदि किसी व्यक्ति ने नियमों के खिलाफ जमीन का उपयोग किया, तो वह जमीन सरकार में निहित हो जाएगी।
क्या होगा नए कानून का प्रभाव ?
इस कानून से उत्तराखंड में बाहरी लोगों द्वारा अंधाधुंध भूमि खरीद पर रोक लगेगी।
पहाड़ी क्षेत्रों में भूमि का बेहतर प्रबंधन होगा, जिससे राज्य के निवासियों को अधिक लाभ मिलेगा।
भूमि की कीमतों में अप्राकृतिक बढ़ोतरी पर नियंत्रण रहेगा और राज्य के मूल निवासियों को भूमि खरीदने में सहूलियत होगी।
सरकार को भूमि खरीद-बिक्री पर अधिक नियंत्रण प्राप्त होगा, जिससे अनियमितताओं पर रोक लगेगी।
