श्वेत पत्र में नहीं बताया गया कि किस आधार पर सरकार गरीबी का आकलन कर रही है। यह इसलिए हैरान करने वाली बात है क्योंकि अंतरिम बजट पेश करने से पहले भारत सरकार के मुख्य आर्थिक सलाहकार की ओर से तैयार एक लंबी चौड़ी रिपोर्ट जारी की गई। चूंकि चुनावी साल में आम बजट नहीं पेश हो रहा था इसलिए सरकार आर्थिक सर्वे नहीं ला सकती थी तो उसकी बजाय देश की आर्थिक सेहत को लेकर एक रिपोर्ट पेश की गई, जिसमें सरकार की ओर से दावा है कि पिछले 10 साल में प्रधानमंत्री नरेंद्र मोदी की सरकार ने 25 करोड़ लोगों को गरीबी से बाहर निकाला है। यह बहुत बड़ा आंकड़ा है। कांग्रेस का दावा है कि मनमोहन सिंह की सरकार के समय 14 करोड़ लोगों को गरीबी से बाहर निकाला गया है। लेकिन नरेंद्र मोदी सरकार उससे करीब दोगुनी संख्या में लोगों को गरीबी से बाहर निकालने का दावा कर रही है।
रिपोर्ट आने के बाद प्रधानमंत्री मोदी ने अपनी सभाओं में भी इसका जिक्र किया। लेकिन सरकार के श्वेत पत्र में इसका कोई जिक्र नहीं है कि कैसे सरकार ने गरीबी के आंकड़े का पता लगाया है? सोचें, यह सरकार 10 साल पर होने वाली जनगणना नहीं करा सकी है। 1881 में जब से 10 साल पर होने वाली जनगणना शुरू हुई है तब से पहली बार ऐसा हुआ कि जनगणना नहीं कराई गई। अब जब जनगणना हुई ही नहीं है तो सरकार कहां से आंकड़े लाएगी? सो, गरीबी से जुड़े जो भी आंकड़े हैं उनको छिपा लिया गया।
साफ है श्वेत पत्र अर्थव्यवस्था की जानकारी देने की बजाय यूपीए के 10 साल के राज के कथित घोटालों को फिर से जिंदा करने की कोशिश में है। बताया गया है कि यूपीए के 10 साल के राज में 15 बड़े घोटाले हुए। ध्यान रहे सरकार अभी नए सिरे से भ्रष्टाचार विरोधी नैरेटिव गढ़ रही है। इस वजह से एक के बाद एक विपक्षी नेताओं के यहां छापे पड़ रहे हैं। भाजपा को लग रहा है कि भ्रष्टाचार का मुद्दा ही भाजपा और प्रधानमंत्री नरेंद्र मोदी को दूसरे विपक्षी नेताओं से अलग करेगा। भ्रष्टाचार के खिलाफ लड़ाई के नाम पर राज्यों के चुनाव में भी भाजपा को फायदा हुआ है। संभवत: इसी वजह से कोयला से लेकर संचार और खेल से लेकर शारदा चिटफंड और रेलवे में नौकरी के बदले जमीन से जुड़े कथित घोटालों का इसमें जिक्र किया गया है। ध्यान रहे रेलवे में नौकरी के मामले में ही लालू प्रसाद और उनके पूरे परिवार से ईडी पूछताछ कर रही है।
भ्रष्टाचार के अलावा दूसरा मकसद मोदी के मजबूत नेतृत्व के नैरेटिव को और बढ़ाना है। इसलिए मनमोहन सिंह की सरकार पर आरोप लगाया गया है कि सरकार में नीतिगत अपंगता थी। सो, पहला मुद्दा यह कि सरकार भ्रष्टाचार और घोटाले में डूबी थी तो दूसरा यह कि वह फैसला नहीं कर पा रही थी। इसके मुकाबले मोदी सरकार ईमानदार है और फटाफट फैसले कर रही है यानी नेतृत्व मजबूत है।
