देहरादून। उत्तराखंड के करीब 28 लाख बिजली उपभोक्ताओं का बिजली बिल जून के महीने में कम आएगा। उत्तराखंड पावर कॉरपोरेशन लिमिटेड ने जून में सभी उपभोक्ताओं को सिक्योरिटी डिपॉजिट पर ब्याज देने का आदेश जारी कर दिया है। उत्तराखंड विद्युत नियामक आयोग के आदेश के तहत यूपीसीएल ने ये आदेश जारी किया है। दरअसल, यूपीसीएल जब नया बिजली कनेक्शन देता है तो उसकी एवज में एक सिक्योरिटी अमाउंट भी लेता है। नियामक आयोग ने इस राशि पर हर साल ब्याज देने के आदेश दिए थे। इस लिहाज से यूपीसीएल इस साल ब्याज देने जा रहा है। यूपीसीएल के एमडी अनिल कुमार ने बताया कि 20 सितंबर 2003 से 31 मार्च 2024 तक का ब्याज का चार्ट जारी कर दिया गया है।
साल दर साल ब्याज दर जुड़ने के बाद सभी बिजली उपभोक्ताओं को निगम वित्तीय वर्ष 2024-25 में उनकी सिक्योरिटी राशि पर 6.75 प्रतिशत ब्याज देगा। यह ब्याज 30 जून तक उनके बिजली बिलों में समायोजित किया जाएगा। यदि उपभोक्ता की सिक्योरिटी राशि अपर्याप्त हो गई है, तो उसके ब्याज को पहले जमा सिक्योरिटी राशि की कमी से समायोजित किया जाएगा। उसके बाद बाकी राशि बिजली बिलों में समायोजित कर दी जाएगी। इसके अलावा अगर उपभोक्ता का वित्तीय वर्ष समाप्त होने से पहले स्थायी रूप से कनेक्शन काट दिया गया है तो सिक्योरिटी राशि पर ब्याज ऐसे बिल जारी होने की अवधि तक उपभोक्ता के अंतिम बिल में समायोजित किया जाएगा।
ब्याज की अवधि और दर, सिक्योरिटी राशि पर ब्याज के रूप में उपभोक्ता को देय राशि और उसके लिए समायोजन उपभोक्ता को जारी किए गए प्रासंगिक बिलों में दिखाया जाएगा। पूरे कैलेंडर माह के लिए निगम की ओर से रखी गई सुरक्षा जमा राशि पर ब्याज देय है। यदि सुरक्षा जमा का भुगतान नकद (चेक, डिमांड ड्राफ्ट, आरटीजीएस, एनईएफटी और आईएमपीएस सहित) में किया जाता है, तो ब्याज देय होगा। जहां बैंक गारंटी, ऋण पत्र आदि के माध्यम से सुरक्षा प्रदान की गई है, वहां कोई ब्याज देय नहीं होगा।
निगम ने देरी की तो डेढ़ गुना जुर्माना
निगम की किसी भी इकाई ने सिक्योरिटी राशि पर ब्याज के समायोजन में देरी की तो उस पर नियामक आयोग ने डेढ़ गुना ब्याज का जुर्माना लगाने का प्रावधान किया है। यदि वित्तीय वर्ष के बाद 30 जून तक उपभोक्ता के बिजली बिलों में ब्याज का समायोजन नहीं किया जाता है, दंडात्मक डेढ़ गुना ब्याज देय होता है तो इसका भुगतान डिवीजन कार्यालय के जिम्मेदार कर्मचारियों के वेतन से होगा। संबंधित अधीक्षण अभियंता (वितरण) और उक्त अधीक्षण अभियंता (वितरण) की मंजूरी यह सुनिश्चित करेगी कि उपभोक्ता को भुगतान किया गया दंडात्मक ब्याज संबंधित कर्मचारियों के वेतन से वसूल किया जाना चाहिए। जो बिलों में ब्याज के समायोजन में देरी के लिए जिम्मेदार हैं।
