तैयारियों को लेकर लोनिवि एवं सिंचाई विभाग की समीक्षा बैठक में मंत्री ने दिये आवश्यक निर्देश
देहरादून। मानसून के दौरान सड़कों के अवरुद्ध होने से बड़ी संख्या में लोग मार्ग खुलने की घंटों प्रतीक्षा करते हैं। ऐसे में हमें सजग रहना चाहिए और सड़कों को खोलने में तत्परता दिखानी चाहिए। मुख्यमंत्री पुष्कर सिंह धामी का यही लक्ष्य है कि हम पूरी तरह से समर्पित होकर कार्य करें और मानसून के दौरान यात्रा में जो अवरोध आते हैं उसका तत्काल समाधान हो।
उक्त बात प्रदेश के लोक निर्माण एवं सिंचाई मंत्री सतपाल महाराज ने यमुना कालोनी, स्थित प्रमुख अभियंता कार्यालय लोक निर्माण विभाग सभागार में उपस्थित लोक निर्माण एवं सिंचाई विभाग के अधिकारियों के साथ मानसून सीजन की तैयारीयों के संबंध में हुई समीक्षा बैठक के दौरान विभागीय अधिकारियों को आवश्यक दिशा निर्देश देते हुए कही। उन्होंने विभागीय अधिकारियों से कहा कि यदि हम सजगता के साथ काम करेंगे तो मानसून का सीजन बिना किसी अवरोध के ठीक से निकल जायेगा। उन्होंने कहा कि मानसून के दौरान यदि कोई सड़क बंद होती है तो उसकी पूर्व सूचना यात्रियों को पहले ही पूर्ववर्ती स्टेशन पर मिल जानी चाहिए ताकि वह वैकल्पिक मार्गों का प्रयोग कर अपने गंतव्य तक पहुंच सके।
महाराज ने बैठक के दौरान विभागीय अधिकारियों को यह भी निर्देश दिए की मानसून के दौरान सड़कों पर जेसीबी की व्यापक उपलब्धता सुनिश्चित की जाए और लोक निर्माण विभाग तथा सिंचाई विभाग के अंतर्गत आने वाले नालों की साफ सफाई तथा पानी की उचित निकासी के प्रबंधन में किसी प्रकार की लापरवाही नहीं होनी चाहिए। उन्होंने जानकारी देते हुए बताया कि बरसात से राज्य में 54 सड़कें अवरुद्ध थी जिनमें से 19 को यातायात के लिए खोल दिया गया है। वर्तमान में प्रदेश में 672 सड़कें पूरी तरह से खुली हुई हैं। मानसून के दौरान मार्ग अवरुद्ध होने की स्थिति में इस समय 361 वैकल्पिक मार्ग यातायात के लिए खुले हुए हैं। उन्होंने लोक निर्माण विभाग एवं सिंचाई विभाग के अधिकारियों को निर्देश दिए की मैदानी क्षेत्रों में अधिकतर स्थानों पर बाढ़ एवं जल भराव का खतरा हमेशा बना रहता है इसलिए ड्रेनेज सिस्टम दुरुस्त होना चाहिए।
बैठक के दौरान सिंचाई विभाग के अधिकारियों ने सिंचाई मंत्री को बताया कि मानसून अवधि तक प्रत्येक जनपद के नोडल खण्ड में बाढ़ नियंत्रण कक्ष की स्थापना कर दी गई है। सिंचाई खण्ड, देहरादून के परिसर में केन्द्रीय बाढ़ नियंत्रण कक्ष भी स्थापित किया जा चुका है। बाढ़ सम्बन्धित सूचनाओं के आदान प्रदान हेतु विभागीय बाढ़ नियंत्रण प्रभारी द्वारा एक Whats’app Group बनाया गया है, जिसमें राज्य/जिला स्तरीय अधिकारी सदस्य हैं तथा सभी अधिकारी मोबाईल पर 24×7 हमेशा उपलब्ध हैं। राज्य में कुल 113 बाढ़ चौकियां प्रशासन के सहायोग से स्थापित कर ली गयी है। मानसून में बाढ़ तथा जल भराव की दृष्टि से 304 संवेदनशील स्थलों का चिन्हीकरण भी कर लिया गया है। राज्य की मुख्य नदियों के जलस्तर की सिंचाई विभाग के अधिकारियों, कर्मचारियों द्वारा निरन्तर मॉनिटरिंग की जा रही है।
बैठक में विधायक दुर्गेश्वर लाल, सिंचाई सचिव युगल किशोर पंत, सचिव आपदा प्रबंधन विनोद सुमन (वर्चुअल प्रतिभा), संयुक्त सचिव जे.एल. शर्मा, लोक निर्माण विभाग के प्रमुख अभियंता राजेश शर्मा, सिंचाई विभाग के प्रमुख अभियंता सुभाष कुमार पाण्डेय, लोक निर्माण विभाग के मुख्य अभियंता रणजीत सिंह रावत सहित सभी जनपदों के जिलाधिकारी, अपर जिलाधिकारी एवं प्रमुख विभागीय अधिकारियों ने भी बैठक में वर्चुअल प्रतिभा किया।
