यह थोड़ी हैरानी वाली बात है कि प्रधानमंत्री नरेन्द्र मोदी की तीन सप्ताह पहले हुई रूस यात्रा के बाद भारत ने यूक्रेन समेत गाजा और म्यांमार में जारी हिंसा को रोकने का आह्वान किया। टोक्यो में क्वाड देशों के विदेश मंत्रियों ने न्यायसंगत और संतुलित विश्व व्यवस्था बनाए रखने और सभी राष्ट्रों की स्वतंत्रता, संप्रभुता एवं क्षेत्रीय अखंडता के सिद्धांतों का सम्मान करने की अपील की। इस बैठक में विदेश मंत्री एस. जयशंकर के साथ अमेरिका, जापान और ऑस्ट्रेलिया के विदेश मंत्रियों ने भी हिस्सा लिया। विदेशी मामलों के विशेषज्ञों द्वारा राष्ट्रों की स्वतंत्रता और संप्रभुता का सम्मान करने के आह्वान का आशय यूक्रेन पर रूसी आक्रमण से भी निकाला जा रहा है। प्रधानमंत्री मोदी का अलगे महीने यूक्रेन की यात्रा पर ही जाने की चर्चा है जहां रूस-यूक्रेन संघर्ष पर विस्तार से वार्ता होने की संभावना जताई जा रही है।
हालांकि मोदी की यूक्रेन यात्रा की अभी आधिकारिक तौर पर पुष्टि नहीं हुई है। क्वाड की इस बैठक में पूर्वी और दक्षिण चीन सागर में बलपूर्वक यथास्थिति बदलने की इकतरफा कार्रवाई की भी निंदा की गई। हालांकि किसी का नाम नहीं लिया गया लेकिन स्पष्ट रूप से चीन की ओर इशारा था। विदेश मंत्री जयशंकर ने स्वीकार किया कि भारत और चीन के रिश्ते अच्छे नहीं चल रहे हैं लेकिन दूसरी तरफ मई महीने में रूस के राष्ट्रपति शी जिनपिंग के बीच हुई शिखर वार्ता विश्व की सबसे बड़ी घटना थी। यह शिखर वार्ता भावी विश्व व्यवस्था के निर्माण में नींव का पत्थर साबित हो सकती है। शिखर वार्ता के बाद जारी संयुक्त वक्तव्य को रूस और चीन के बीच ‘असीमित साझेदारी’ वाला दस्तावेज बताया गया।
यूक्रेन युद्ध से ठीक पहले वर्ष 2022 में दोनों देशों ने असीमित समझदारी कायम करने का फैसला किया था। प्रधानमंत्री मोदी की जुलाई में हुई रूस यात्रा के ठीक पहले पुतिन और जिंगपिंग की कजाकिस्तान के अस्ताना में आयोजित सुरक्षा शिखर सम्मेलन के दौरान वार्ता हुई थी।
दोनों नेताओं के बीच यह एक वर्ष में दूसरी मुलाकात थी। कुछ विशेषज्ञों का विश्वास है कि रूस और चीन की मित्रता ने भारत की चिंताएं बढ़ा दी हैं। भारत और चीन के शत्रुतापूर्ण संबंधों पर भविष्य में रूस का रुख क्या होगा यह कहना मुश्किल है। क्या टोक्यो में आयोजित क्वाड की बैठक में अमेरिका, जापान और ऑस्ट्रेलिया के साथ एकजुट होकर चीन के प्रति भारत का मुखर होना कुछ विशेष संकेत दे रहा है?
