देहरादून। मुख्यमंत्री पुष्कर सिंह धामी ने शनिवार को मुख्यमंत्री आवास में बैठक के दौरान अधिकारियों को निर्देश दिये कि राज्य में आगामी 10 साल की वित्तीय स्थिति की पूरी योजना तैयार की जाए। इस दीर्घकालिक योजना में आर्थिक और सामाजिक विकास, पर्यावरण संरक्षण, आधुनिक तकनीक का उपयोग कर योजनाओं के प्रभावी क्रियान्वयन पर कार्य किया जाए। उन्होंने कहा कि आगामी 10 सालों की राज्य के आय के संसाधन बढ़ाने के लिए आर्थिक विकास की रूपरेखा तैयार की जाए। राज्य की आर्थिकी से जुड़े पर्यटन, तीर्थाटन, ऊर्जा,कनेक्टिविटी, उद्योग, कृषि, ग्रामीण विकास, शिक्षा, स्वास्थ्य, कौशल विकास, समाजिक कल्याण और अन्य महत्वपूर्ण क्षेत्रों में सुनियोजित तरीके से कार्य किये जाएं। अनावश्यक खर्चों को नियंत्रित किया जाए। उन्होंने कहा कि 2047 तक प्रधानमंत्री नरेन्द्र मोदी के विकसित भारत के संकल्प को पूरा करने के लिए सबको अपना योगदान देना होगा। राज्य में 2047 तक की वित्तीय स्थिति के लिए भी विस्तृत योजना बनाई जाए।
मुख्यमंत्री ने कहा कि बेहतर बजट प्रबंधन के लिए नीति निर्माण में डेटा एनालिटिक्स और रिसर्च का उपयोग किया जाए। योजना बनाने में विशेषज्ञों और आम जन के सुझाव भी लिये जाएं। सरकारी प्रक्रियाओं में सरलीकरण के साथ डिजिटल गवर्नेंस की दिशा में और तेजी से कार्य किये जाएं। राज्य में राजस्व प्राप्ति के लिए कर राजस्व, गैर कर राजस्व, औद्योगिक निवेश, डिजिटल कर संग्रह और सार्वजनिक-निजी भागीदारी को बढ़ावा दिया जाए। बैठक में जानकारी दी गई कि वित्तीय बजट 2024-25 में लक्ष्य के सापेक्ष 85 प्रतिशत राजस्व प्राप्ति हो चुकी है। जबकि राजस्व व्यय 90.50 प्रतिशत हो चुका है।
मुख्यमंत्री ने बैठक में निर्देश दिये कि राज्य में जीएसटी कलक्शन बढ़ाने के लिए और प्रभावी प्रयास किये जाएं। कर चोरी की रोकथाम के लिए सघन अभियान चलाया जाए। छापामारी की कार्रवाई निरंतर की जाए। एआई और डेटा एनालिटिक्स के उपयोग पर अधिक ध्यान दिया जाए। जीएसटी फाइल करने के लिए सरल और पारदर्शी प्रक्रिया अपनाई जाए।
बैठक में जानकारी दी गई कि राज्य स्थापना के बाद से ट्रेड टैक्स/वैट/जीएसटी कलक्शन में 48 गुना से अधिक की वृद्धि हुई है। कलक्शन 233 करोड़ से बढ़कर 11289 करोड़ हुआ है। राज्य के कर स्रोतों में जीएसटी और वैट की भागीदारी 62 प्रतिशत, एक्साइज की 19 प्रतिशत ट्रांसपोर्ट की 05 प्रतिशत, स्टैंप की 08 प्रतिशत और खनन की 05 प्रतिशत भागीदारी है। राज्य में आईटीसी फ्रॉड के 848 मामलों और 165 फेक फर्मों को चिन्हित किया गया है। राज्य में फेक जीएसटी रजिस्ट्रेशन को चिन्हित करने के लिए विशेष अभियान चलाया गया, जिसके तहत 51 जीएसटी रजिस्ट्रेशन गैर मौजूद पाये जाने पर उनका पंजीकरण निरस्त किया गया।
