प्रधानमंत्री नरेन्द्र मोदी ने आश्वासन दिया कि केंद्र वायनाड जिले के भूस्खलन प्रभावित क्षेत्रों में राहत एवं पुनर्वास प्रयासों में हर संभव सहायता प्रदान करेगा। प्रधानमंत्री वायनाड में जिला कलक्ट्रेट में जमीनी हालात की समीक्षा करने और भूस्खलन पीडि़तों की पुनर्वास योजना तैयार करने के लिए आयोजित बैठक में बोल रहे थे। इससे पूर्व वायनाड जाते समय उन्होंने भारतीय वायुसेना के हेलीकॉप्टर से भूस्खलन प्रभावित चूरलमाला, मुंडक्कई और पुंचिरीमट्टम का हवाई सव्रेक्षण किया। उन्होंने एक राहत शिविर का भी दौरा किया और भूस्ख़लन से विस्थापित हुए कुछ लोगों से बातचीत की जिन्होंने अपने प्रियजनों को खो दिया।
भूस्खलन की इस आपदा में 226 लोगों की मौत हो चुकी है, और 130 से ज्यादा लोग अभी भी लापता हैं। हाल के वर्षो में जलवायु परिवर्तन के चलते अति मौसमी घटनाओं के कारण आपदाएं आने का सिलसिला बढ़ गया है। देश के पहाड़ी राज्यों में तो इन घटनाओं से जान-माल का खासा नुकसान होता है, और आये साल होने वाली इन घटनाओं के मद्देनजर इन घटनाओं को ‘राष्ट्रीय आपदा’ घोषित करने की मांग विशेषकर विपक्षी दलों की तरफ से उठती है।
वायनाड में भूस्खलन इस आपदा के लिए भी यह मांग जोर-शोर से उठी, लेकिन केंद्र ने इसे राष्ट्रीय आपदा घोषित करने से इनकार किया है। बताया गया है कि केंद्र सरकार ने कांग्रेस-नीत संप्रग सरकार के तत्कालीन गृह राज्यमंत्री मुल्लापल्ली रामंचद्रन द्वारा 2013 में संसद में दिए गए एक बयान का हवाला देते हुए बल दिया कि केंद्र सरकार के दिशा-निर्देशों में ‘राष्ट्रीय आपदा’ जैसी कोई अवधारणा नहीं है।एक प्रश्न के जवाब में रामचंद्रन ने कहा था कि केंद्र सरकार कई स्थितियों के आधार पर तय करती है कि आपदा की प्रकृति क्या है, जिसमें इसकी तीव्रता, राहत सहायता का स्तर, समस्या से निपटने में राज्य सरकार की क्षमता और राहत प्रदान करने के लिए योजना के भीतर उपलब्ध विकल्प आदि को ध्यान में रखा जाता है।
प्राकृतिक आपदा के संदर्भ में तत्काल राहत और सहायता प्रदान करना प्राथमिकता है। उन्होंने स्पष्ट किया था कि ‘राष्ट्रीय आपदा’ के लिए तो कोई निर्धारित मानदंड नहीं है, अलबत्ता, ‘गंभीर प्रकृति’ की आपदा के लिए स्थापित प्रक्रिया का पालन किया जाता है। बहरहाल, वायनाड भूस्खलन गंभीर किस्म की आपदा करार दी जा सकती है, और इसलिए बेहद जरूरी है कि तमाम संभव उपाय करके प्रभावितों और पीडि़तों को संकट के दंश से उबारा जाए।
