गौला नदी से हुए भू-कटाव पर सीएम ने जताई चिंता
हल्द्वानी। मुख्यमंत्री पुष्कर सिंह धामी ने मंगलवार को हल्द्वानी में गौला नदी से हुए भू-कटाव का निरीक्षण किया। निरीक्षण के दौरान उन्होंने सिंचाई विभाग को गौला नदी के 500 मीटर भाग में चैनलाइजेशन, वायर क्रेट और सुरक्षात्मक कार्य शुरू करने के निर्देश दिए। उन्होंने जिलाधिकारी नैनीताल को निर्देश दिये कि हल्द्वानी स्थित अन्तरराष्ट्रीय स्टेडियम को भू-कटाव से बचाव के लिए सुरक्षात्मक उपायों के लिए ठोस नीति बनाकर कार्य किये जाएं। उन्होंने कहा कि इसके लिए शासन स्तर जो भी वित्तीय स्वीकृति के लिए आवश्यकता होगी, शीघ्र उपलब्ध कराई जायेगी। मुख्यमंत्री ने कार्यदायी संस्थाओं को निर्देश दिये कि निर्माण कार्यों में सुनियोजित विकास के नाम पर हो रहे निर्माण से किसी अन्य भौगोलिक, प्राकृतिक संरचना को कोई खतरा न हो, इसके लिए निकासी योजना को प्राथमिकता देते हुए योजना का क्रियान्वयन किया जाए।
मुख्यमंत्री ने निर्देश दिये कि मानसून सीजन में आपदा प्रबंधन की दृष्टि से सभी अधिकारी 24 घण्टे अलर्ट मोड पर रहें। उन्होंने कहा कि प्राकृतिक आपदा से होने वाले प्रभावों को न्यून करना हम सबका दायित्व है, इसके लिए सभी विभाग अपने-अपने कार्यक्षेत्रों में निरंतर पेयजल, विद्युत, सड़क कनेक्टिविटी एवं अन्य मूलभूत सुविधाओं की नियमित मॉनिटरिंग करें। किसी भी क्षेत्र में अतिवृष्टि की सूचना प्राप्त होते ही तत्काल टीम को भेजकर यथासंभव राहत बचाव कार्य किये जाएं। उन्होंने निर्देश दिए कि यह सुनिश्चित किया जाए कि राहत एवं बचाव कार्यों के लिए प्रभावितों को मौके पर ही राहत सामग्री और अनुमन्य राशि दी जा सके।
जिलाधिकारी नैनीताल वंदना सिंह ने बताया कि सिंचाई विभाग द्वारा दीर्घकालिक कार्यों के लिए 200 मीटर के भू कटाव से रोकथाम की दो करोड़ 60 लाख लागत की डीपीआर शासन को भेजी गई है, जो कि स्वीकृति के चरण पर है। अतिवृष्टि के कारण अब लगभग कुल 600 मीटर का भू कटाव हो गया। अतिरिक्त 400 मीटर भाग की डीपीआर शीघ्र तैयार कर शासन को भेजी जा रही है।
इस अवसर पर विधायक डा. मोहन सिंह बिष्ट, कृषि उत्पादन एवं विपणन बोर्ड मंडी के अध्यक्ष डॉ. अनिल कपूर डब्बू, वरिष्ठ पुलिस अधीक्षक पी एन मीणा एवं जिला स्तरीय अधिकारी उपस्थित थे।
