वर्तमान वित्त वर्ष 2024-25 में बीते वित्त वर्ष की तुलना में पांच से आठ प्रतिशत अधिक राष्ट्रीय राजमार्गों के विस्तार की संभावना है। पिछले वित्त वर्ष (2023-24) में इन सड़कों के विस्तार की दर लगभग 20 प्रतिशत रही थी। यह बढ़ोतरी इसलिए भी उल्लेखनीय है कि पिछले साल की पहली छमाही में देश के अनेक क्षेत्रों में मानसून की अवधि अपेक्षाकृत अधिक रही थी, जिसके कारण निर्माण कार्यों में अवरोध उत्पन्न हुआ था। निर्माण कार्य में तेजी सितंबर 2023 के बाद ही आ सकी थी। इस तेजी का अंदाजा इस बात से लगाया जा सकता है कि पिछले वित्त वर्ष की दूसरी छमाही में 2022-23 की दूसरी छमाही की तुलना में 30 प्रतिशत अधिक सड़क निर्माण हुआ था।
इसकी एक वजह पहली छमाही की कमी को पूरा करना था और दूसरा कारण यह रहा कि आम चुनाव को देखते हुए परियोजनाओं को तेजी से पूरा करने पर ध्यान दिया गया। क्रेडिट एजेंसी आइसीआरए की ताजा रिपोर्ट में आकलन किया है कि इस वित्त वर्ष में 12,500 से 13,000 किलोमीटर लंबे नये राष्ट्रीय राजमार्ग बनाये जायेंगे। इस विस्तार को परियोजनाओं पर ध्यान, अधिक आवंटन और सरकार की प्राथमिकता से आधार मिल रहा है। मार्च 2024 तक 45 हजार किलोमीटर से अधिक राजमार्गों के निर्माण की परियोजनाओं को स्वीकृत किया जा चुका है।
यदि भारतमाला परियोजना के पहले चरण के खर्च के संशोधित आकलनों को स्वीकृति देने में केंद्रीय कैबिनेट की ओर से कुछ देरी नहीं हुई होती, तो मंजूर परियोजनाओं का आकार और बड़ा हो सकता था। बीते वित्त वर्ष में 2022-23 की तुलना में आवंटित परियोजनाओं की सड़क लंबाई में 31 प्रतिशत की कमी आयी थी, जिसकी इस वर्ष भरपाई भी हो सकती है और अधिक निर्माण भी संभावित है। राष्ट्रीय राजमार्गों के विस्तार के साथ-साथ राज्य सरकारें भी इन मार्गों से बेहतर जुड़ाव के लिए अपने सड़कों के निर्माण पर ध्यान दे रही हैं। इससे न केवल आवागमन बढ़ाने में मदद मिली है, बल्कि विभिन्न प्रकार के वस्तुओं की ढुलाई की मात्रा एवं गति भी बढ़ी है। केंद्र सरकार के इंफ्रास्ट्रक्चर विकास की कई योजनाओं को राजमार्गों के निर्माण से जोड़ा गया है।
सड़कों के किनारे भंडारण की सुविधा बढ़ाने के लिए कोल्ड स्टोरेज, वेयरहाउस, गोदाम आदि का बड़े पैमाने पर निर्माण हुआ है। साथ ही, बाजार, होटल, रेस्तरां, मैकेनिक एवं रिपेयर सेंटर आदि भी बढ़े हैं। सड़कों के निर्माण और विस्तार से घरेलू बाजार में आपूर्ति बेहतर हुई है। इससे निर्यात को भी बड़ी मदद मिली है, जिसमें हर साल कीर्तिमान बन रहा है। सड़कों की लंबाई ही नहीं बढ़ रही है, बल्कि उनकी गुणवत्ता में भी निरंतर सुधार हो रहा है। इससे घरेलू पर्यटन को भी प्रोत्साहन मिला है। राष्ट्रीय राजमार्गों का विस्तार से विकास की नयी गाथा लिखी जा रही है।
