खारा हाइड्रो पावर प्रोजेक्ट में हो रहे भूस्खलन की रोकथाम
यूएलएमएमसी ने सचिव आपदा प्रबंधन एवं पुनर्वास विनोद कुमार सुमान को सौंपी डीपीआर
देहरादून। उत्तराखण्ड भूस्खलन न्यूनीकरण एवं प्रबंधन केन्द्र, देहरादून (यूएलएमएमसी) उत्तर प्रदेश राज्य विद्युत उत्पादन निगम के नियंत्रणाधीन खारा हाइड्रो पावर प्रोजेक्ट (सहारनपुर, यूपी) के पिछले भाग में हो रहे भूस्खलन रोकथाम के लिए अहम सुझाव देगा।
इसके लिए डीपीआर बनाने का काम यूएलएमएमसी ने पूरा कर लिया है। यूएलएमएमसी इस पूरी परियोजना की सतत निगरानी भी करेगा।
शनिवार को यूएलएमएमसी के विशेषज्ञों ने सचिव आपदा प्रबंधन एवं पुनर्वास/महानिदेशक यूएलएमएमसी विनोद कुमार सुमन को डीपीआर सौंपी।
सचिव आपदा प्रबंधन एवं पुनर्वास विनोद कुमार सुमन ने बताया कि खारा हाइड्रो पावर प्रोजेक्ट के पिछले भाग में भूस्खलन हो रहा है।
परियोजना के प्रतिनिधियों ने डीपीआर बनाने के लिए उत्तराखण्ड भूस्खलन न्यूनीकरण एवं प्रबंधन केन्द्र से संपर्क किया। यूएलएमएमसी के वैज्ञानिकों ने भूस्खलन की रोकथाम हेतु संपूर्ण भूगर्भीय, भू-भौतिकी एवं भू-तकनीकी परीक्षण कर डीपीआर बना ली है। उन्होंने बताया कि यूएलएमएमसी इस परियोजना की निगरानी भी करेगा और भूस्खलन की रोकथाम के लिए उपाय भी सुझाएगा।
बता दें कि खारा हाइड्रो पावर प्रोजेक्ट (सहारनपुर, यूपी) आसन नदी में ताजेवाला डैम के ऊपर स्थित है। सन् 1992 से विद्युत उत्पादन कर रहे इस डैम की विद्युत उत्पादन क्षमता 72 मेगावाट है। इसका स्वामित्व उत्तर प्रदेश राज्य विद्युत उत्पादन निगम के पास है। खारा हाइड्रो पावर प्रोजेक्ट अतिसंवेदनशील पहाड़ियों के मध्य स्थित है, जिनकी भूगर्भीय संरचना संवेदनशील है, जिसमें समय-समय पर भूस्खलन की घटनाएं होती रहती हैं।
इस मौके पर अपर मुख्य कार्यकारी अधिकारी प्रशासन आनंद स्वरूप, वित नियंत्रक अभिषेक आनंद, संयुक्त मुख्य कार्यकारी अधिकारी मो. ओबैदुल्लाह अंसारी, यूएलएमएमसी के निदेशक शांतनु सरकार, यू-प्रीपेयर के परियोजना निदेशक एसके बिरला आदि मौजूद थे।
बाजार से आधी दरों पर परामर्श देगा यूएलएमएमसी
आपदा प्रबंधन विभाग के अंतर्गत संचालित उत्तराखण्ड भूस्खलन न्यूनीकरण एवं प्रबंधन केंद्र (यूएलएमएमसी) अपने कार्यक्षेत्र में विस्तार करते हुए विभिन्न विभागों को कंसलटेंसी सर्विसेज यानी परामर्श सेवाएं प्रदान कर रहा है। यूएलएमएमसी द्वारा दी जाने वाली सेवाओं की दरें बाजार की मौजूदा दरों से लगभग आधी होंगी। केंद्र विभिन्न विभागों के लिए डीपीआर निर्माण तथा अध्ययन, भूस्खलन प्रबंधन और न्यूनीकरण पर प्रशिक्षण, जलवैज्ञानिक सर्वेक्षण, भूभौतिकीय एवं भूतकनीकी सर्वेक्षण, न्यूनीकरण उपायों की डिजाइनिंग आदि कई अन्य कार्य करेगा। वर्तमान में जो भी कंसलटेंसी फर्में में हैं, उनकी सेवाएं काफी महंगी हैं और यूएलएमएमसी बाजार दरों से आधी दरों पर यह सेवाएं प्रदान करेगा।
