वित्त मंत्री अग्रवाल ने उत्तराखंड में किया रिबन काटकर शुभारंभ
देश में गुजरात, पांडुचेरी, आंध्र प्रदेश के बाद उत्तराखंड के नाम दर्ज हुई यह उपलब्धि
देहरादून। उत्तराखंड के नाम अब एक ओर उपलब्धि जुड़ गई है। उत्तराखंड अब जीएसटी में बायोमेट्रिक आधार प्रमाणीकरण लागू करने वाला देश का चौथा जबकि उत्तर भारत का पहला राज्य बन गया है। उत्तराखंड में इसका शुभारंभ वित्त मंत्री डॉ प्रेमचंद अग्रवाल ने रिबन काटकर किया।
बुधवार को कार्यक्रम के दौरान डॉ अग्रवाल ने बताया कि नई दिल्ली में आहूत जीएसटी परिषद की 53वीं बैठक में चरणबद्ध रूप से अखिल भारतीय स्तर पर पंजीकरण आवेदकों के लिए बायोमेट्रिक आधारित आधार प्रमाणीकरण (biometric-based Aadhaar authentication) को लागू करने की सिफारिश की गई थी। इस क्रम में उत्तराखण्ड राज्य में बायोमेट्रिक आधारित आधार प्रमाणीकरण (biometric-based Aadhaar authentication) व्यवस्था की गई है। बताया कि देश में बायोमेट्रिक आधारित आधार प्रमाणीकरण लागू करने वाला उत्तराखण्ड चौथा राज्य तथा उत्तर भारत का पहला राज्य है। इससे पूर्व गुजरात, पुद्दुचेरी तथा आंध्रप्रदेश में यह व्यवस्था है।
डॉ अग्रवाल ने बताया कि इस व्यवस्था में जीएसटी के अंतर्गत प्रस्तुत ऐसे पंजीयन आवेदन पत्रों, जिन्हें कतिपय जोखिम मानकों तथा डाटा विश्लेषण के आधार पर पोर्टल पर चिन्हित होगा। इसके सम्बन्ध में दस्तावेज़ों का सत्यापन तथा बायोमेट्रिक प्रमाणीकरण कमिश्नर द्वारा अधिसूचित जीएसटी सुविधा केंद्र से कराया जाएगा।
डॉ अग्रवाल ने बताया कि उत्तराखण्ड राज्य में बायोमेट्रिक आधारित आधार प्रमाणीकरण (biometric-based Aadhaar authentication) को क्रियान्वित किये जाने के लिए राज्य कर विभाग के प्रत्येक कार्यालय भवन में जीएसटी सुविधा केंद्र स्थापित किया गया है, जिसके माध्यम से दस्तावेज़ों का सत्यापन तथा बायोमेट्रिक प्रमाणीकरण सुनिश्चित किया जाएगा। उन्होंने बताया कि सम्पूर्ण राज्य में ऐसे 22 जीएसटी सुविधा केंद्र स्थापित किये गए हैं।
डॉ अग्रवाल ने बताया कि कुछ असामाजिक तत्वों द्वारा जीएसटी में आसान पंजीयन प्रक्रिया का अनुचित लाभ लेते हुए फर्जी पंजीयन प्राप्त किये गए हैं तथा राजस्व को नुकसान पहुंचाया गया है। बताया कि बायोमेट्रिक आधारित आधार प्रमाणीकरण व्यवस्था के क्रियान्वयन से जीएसटी में पंजीकरण प्रक्रिया बेहतर होगी, जिससे फर्जी दस्तावेज़ों के आधार पर प्राप्त किये जाने वाले पंजीयनों तथा फर्जी इनवॉइस के माध्यम से लिए गए इनपुट टैक्स क्रेडिट (आईटीसी) को रोकने में सहायता मिलेगी।
उल्लेखनीय है कि गुजरात राज्य में बायोमेट्रिक आधारित आधार प्रमाणीकरण व्यवस्था लागू किये जाने के बाद से पंजीयन आवेदन पत्रों में लगभग 55% की कमी दर्ज की गयी है, जो इस बात का द्योतक है कि राज्य में फर्जी पंजीयन आवेदन पत्रों की संख्या कम हुई हैं l यह अनुमानित है कि इस व्यवस्था को लागू किये जाने पर उत्तराखण्ड राज्य में वार्षिक लगभग रु0 100 करोड़ से रु0 150 करोड़ तक के करापवंचन को रोकना संभव हो सकेगा l
इस अवसर पर सचिव वित्त विनोद कुमार सुमन, आयुक्त कर डॉ अहमद इकबाल, अपर आयुक्त आईएस बृजवाल, अपर आयुक्त अनिल सिंह, पीएस डुंगरियाल, संयुक्त आयुक्त प्रवीण गुप्ता, संजीव सोलंकी, अनुराग मिश्रा सहित अन्य विभागीय अधिकारी तथा कर्मचारी उपस्थित थे।
पूरे प्रदेश में 22 जीएसटी सुविधा केंद्र होंगे
मंत्री डॉ प्रेमचंद अग्रवाल ने बताया कि 22 राज्यकर अधिकारी, 58 कर्मचारी प्रदेश के 22 जीएसटी सुविधा केंद्र में उपस्थित रहेंगे। उन्होंने बताया कि देहरादून, हरिद्वार, रुद्रपुर और हल्द्वानी में पांच-पांच सेंटर होंगे।
फर्जी रजिस्ट्रेशन पर लगेगी लगाम
मंत्री डॉक्टर प्रेमचंद अग्रवाल ने बताया कि राज्य कर में चोरी जैसी घटनाओं को अंजाम देने वाले कुछ तथाकथित लोग अभी तक टेंपो, रिक्शा, ठेली, फड़ वाले आदि लोगों से उनके आधार नंबर व अन्य जानकारी के जरिए फर्जी तरीके से राज्य कर में चोरी करते थे उन्होंने बताया कि बायोमेट्रिक पंजीकरण के बाद से ऐसी घटनाओं पर पूरी तरह से अंकुश लग जाएगा। जिससे प्रदेश को स्वच्छ राज्य कर की प्राप्ति हो सकेगी।
