कहा – वनाग्नि की तरह हालात बेकाबू होने का इंतजार कर रही राज्य सरकार
देहरादून। उत्तराखंड प्रदेश कांग्रेस के चीफ मीडिया कोऑर्डिनेटर राजीव महर्षि ने राजधानी देहरादून में डेंगू की दस्तक को लेकर सरकार को आगाह किया है कि वह स्थिति के बेकाबू होने का इंतजार न करे बल्कि डेंगू की रोकथाम के अभी से प्रभावी इंतजाम करे। महर्षि ने कहा कि गर्मी बढ़ने के साथ ही देहरादून, हरिद्वार, रुद्रपुर, काशीपुर, हल्द्वानी ही नहीं पहाड़ों में भी मच्छर – मक्खी की भरमार दिख रही है। चारधाम यात्रा शुरू होने के साथ ही यह स्थिति है तो अगले एक पखवाड़े की स्थिति का सहज ही अनुमान लगाया जा सकता है।
राजीव महर्षि ने कहा की उत्तराखंड की सरकार ने पिछले अनुभवों से भी कोई सबक नहीं लिया है जब अकेले देहरादून में डेढ़ हजार से ज्यादा लोग डेंगू से पीड़ित हो गए थे। उन्होंने कहा कि राज्य सरकार की प्राथमिकता में जनता के स्वास्थ्य की सुरक्षा का मामला प्राथमिकता में ही नहीं है। यह ठीक उसी तरह का बर्ताव है जैसा अभी हाल में वनाग्नि के मामले में देखा गया। उनके कैबिनेट मंत्री चुनाव प्रचार में व्यस्त रहे लेकिन उन्होंने धधकते जंगलों की आग बुझाने में कोई दिलचस्पी नहीं ली। जब स्थिति बेकाबू हुई तो तब जाकर भारतीय वायु सेना और एनडीआरएफ की सेवाएं ली गई जबकि तब तक अरबों रुपए की वन संपदा जल कर राख हो चुकी थी। पिछले सप्ताह हुई बारिश ने धामी सरकार की लाज बचा ली वरना अभी तक जंगल धधकते रहते। उन्होंने आशंका व्यक्त की कि शायद सरकार आपदा में अवसर का इंतजार कर रही है।
उन्होंने कहा कि यही स्थिति डेंगू नियंत्रण के मामले में दिख रही है। देहरादून में ही सरकारी तंत्र की रस्म अदायगी की नीति से डेंगू नियंत्रण के उपाय सिर्फ कागजों में हो रहे हैं। धरातल पर स्थिति बेहद चिंताजनक है।
महर्षि ने कहा कि डेंगू नियंत्रण के लिए प्रदेश के स्वास्थ्य सचिव ने 20 बिन्दुओं की एक गाइडलाइंस जारी की है लेकिन इस दिशा में अभी तक केवल कागजी घोड़े ही दौड़ाए जा रहे हैं। स्वास्थ्य सचिव के निर्देश के बाद सभी जिलों के डीएम, सीएमओ, नगर निगम और निकायों को निर्देश तो जारी हुए लेकिन धरातल पर कुछ नजर नहीं आ रहा है। इस मामले में केवल खानापूर्ति की जा रही है। उन्होंने स्वास्थ्य मंत्री से सवाल किया कि क्या वे हालात बेकाबू होने का इंतजार कर रहे हैं? महर्षि ने कहा कि राज्य सरकार इस मामले में बेहद लापरवाह दिख रही है और यह लापरवाही अक्षम्य है। इसे किसी भी तरह से माफ नहीं किया जा सकता।
उन्होंने कहा कि प्रदेश में डेंगू एवं चिकनगुनिया रोग की रोकथाम एवं नियंत्रण के लिए ठोस कार्य किए जाने की जरूरत है। एक सप्ताह के भीतर सरकार और सिस्टम हरकत में न आया तो कांग्रेस पोल खोल अभियान शुरू करेगी। उन्होंने चेताया की इस गंभीर मसले को राज्य सरकार हल्के में न ले बल्कि तत्काल प्रभाव से सभी नगर निकायों और यात्रा मार्ग पर साफ सफाई तथा मच्छर नियंत्रण अभियान को युद्धस्तर पर शुरू करे अन्यथा कांग्रेस आंदोलन शुरू करने के लिए बाध्य होगी।
